Can IST Infrastructure Project funds be used exclusively for furniture and minor equipment? If so, is a Declaration of Restrictions (DoR) on the property required?
IST Infrastructure Project funding can be used to assist with the costs of construction, acquisition, down payment, or rehabilitation of a residential property, and/or furniture and minor equipment needed for occupancy. A county or non-county entity must obtain a DoR for ANY use of infrastructure funding.

No, IST Infrastructure Funds may not be used for a feasibility study.
Can a county get an increased bed allocation?
No. This program is budgeted through a cost-per-bed, X beds per county formulation, based on a county’s total IST determinations in Fiscal Year 2021–22.

Do the number of beds in the DSH service contract need to match the number of beds for the infrastructure funds? For example, if a county has a service contract for 5 beds, could they get infrastructure funding for 20 beds?
The number of beds in the DSH Service Contract does not have to match the number of beds applied for under the IST Infrastructure Grant. DSH assumes that participants in a Diversion or CBR program will have an average length of stay of 18 months, so, to have enough beds to meet their admission targets counties will need more beds than the number of annual admissions in their service contract. For a multi-county collaboration, does DSH require 5 letters of support from each of the collaborating counties, or will DSH accept the 5 letters of support from the county serving as the lead?
DSH requires 5 five letters of support from each collaborating county. Letters of support are required from all county stakeholders applying for IST Infrastructure Grant funding. If a county is unable to obtain the required letter from one or more local stakeholders, DSH will consider allowing the agreement without that letter on a case-by-case basis.
